Summary

Holler means, to speak or say something very loudly. It means the same thing as to Shout or to Yell.

You generally holler at someone in situations where using a "normal" level of your voice would not be heard or noticed by that person you are trying to talk to. (Because, maybe there are too far away.)

Examples
Holler at Joe to get him to come down stairs.
Did you holler at me?
I hollered at Jane.
If he hollers let him go.
Connotations

There are no "bad" connotations, associated with the word "holler", that I know of. Where the word "yell" is often used as a euphemism for Berating; "holler" is not, as far as I know.
